Proposed Changes
If
q->shift_disk_loadis enabled, the manager checks whether staging in a replica causes disk load imbalance. If so, it replicates the file to a less loaded worker and removes the original replica from the heavier worker once replication completes.This pr depends on #4266 so let's hold it off for a moment.
